The only pronunciation OED gives for the noun controversy is with the stress on the first syllable, 'CON-tre-versy', IPA: /ˈkɒn trəʊ (or ə) vɜː^rs ɪ/. This was also the advice of the BBC in 1928. The English Pronouncing Dictionary gives two, the above and a pronunciation with the stress on the second syllable, and consequent vowel changes: 'c'n-TRO-versy', IPA: /kɒ (or ə) n ˈtrɒ vɜː^rs ɪ/.

The adjective always has the stress on the third syllable 'cont-roh-VERSH-el', IPA: /kɒn trə ˈvɜː^rʃəl/.
